I see bunch of good ideas on this thread. It shows how much can be done to minimize fraud without touching user privacy. I am sure this can be pushed even further if there will be dedicated person that will put this ideas into life and constantly think how to improve the system. This is ambitious task and I am sure that with proper person + proper amount of money nice system can be developed.

Some of my ideas that just came into my mind:
- get rid of direct payments at all, so all trades go through mediator hands to add additional cost
- add order $ amount factor for weighting reputation. This with conjunction of lets say 1% mediator cost would increase cost of faking reputation
